OIMBL Constitution
OPERATIVE RULES
1. EXECUTIVE
An Executive Committee will run the O.I.M.B.L. Where possible, the Committee will be comprised of a Convener, Secretary and Treasurer all of equal stature. Alternatively the Convener shall comprise the Executive Committee.
2. DECISIONS
In the event of any dispute, the decision of the Executive Committee will stand.
3. GENERAL MEETING
There may be a General Meeting of the league prior to each season. All problems or conflicts must be raised at this meeting. (In the event a meeting is not possible, all issues are to be raised directly with the Executive).
4. LEAGUE FEES
All teams wishing to compete must submit half of the league fee prior to their first game. The league must be paid in full before the December break. Teams that have not paid in full will be subject to a 200$ fine payable prior to the January tip-off. If payment (including applicable penalty) is NOT made prior to January, the team will forfeit their position and be replaced via the “New Team” procedure. Fees are based on league expenses (referees, scorers, web and gymnasium rental) and are subject to change. Fees are based on a 24-team league.
5. TEAM REPRESENTATIVES
All teams must have two representatives, who must supply their name, address, phone numbers and E-Mail address. Team representative must also attend a captains meeting at the beginning of every season.
6. UNIFORMS
All teams must supply their own uniforms complete with numbers. Failure to comply will result in forfeiture of games.
N.B. The Referees Association has informed us that referees will not officiate games where teams are not properly attired but they will charge us for those games; if this happens, the non-offending team has the option of a win by default or replaying the game at the expense of the offending team.
7. NEW TEAMS
When vacancies occur, the existing teams will vote on the replacement teams with priority given to early applications (if possible; otherwise the Executive will decide). Where there are more applications than openings, new teams may address the Annual General Meeting if desired and if necessary. A one year probation period will be used and continued participation in the league will be decided by a vote by the established teams or the Executive if a vote is not feasible..
8. AWARDS
Most Valuable Player and Gord Schaeffer Memorial Trophy winner (sportsmanship) will be chosen for each division from a list of team MVP's supplied by each team. The winners will be chosen only from the supplied names and these names should be left with the scorers prior to the second last game of the regular schedule. Top Scorer in each division will be the player with the highest points per game average having played a minimum of 16 games.
9. PUBLICITY
Game scores may be sent to the local papers where possible for more exposure for both the league and the team sponsors. A web site for the League may be established with costs coming from league fees.
10. GAME RULES & EXCEPTIONS
All O.I.M.B.L. games shall be governed by F.I.B.A. rules and regulations where possible with the following modifications:
- the referee will handle the ball in the back court only in the event of a foul.
- the running score is the official score.
- roster players may be added to the scoresheet at any time.
- a playing team member will be designated as captain on the scoresheet for the purpose of applying bench or substitute technical fouls.
- if the 24 second clock fails, the 24 second limit will be used only in the last three minutes of the game and will be handled visually and verbally by the timer. His decision on time remaining is final.
- players ejected from a game must leave the gymnasium and will be automatically suspended for the next game. (This is the responsibility of the team’s representative; failure to comply will result in forfeiture of the game.)
- After a player’s ejection: the team representative must submit an account of the incident within 48 hours of the incident. The player (or observers) may also submit their interpretation to the executive. This MUST be in writing, which will be reviewed by the executive committee for any further penalties/action. This report will have bearing on any further action taken against the player or official and may have an impact on the team's future participation.
11. LOCATION & TIMES
The season will run approximately from late September/October to April and games will be played on Sundays from 9:00 am to 6:00 pm at the Woodroffe campus gymnasiums of Algonquin College.
12. RESCHEDULING
For 24 teams, there will be no extra gymnasium time, the league will accommodate re-scheduling games only on the following conditions:
- both teams agree to the change;
- any facilities used will be at the expense of the requesting teams(s);
- all arrangements except for scheduling of officials is done by team captains;
- the Executive is informed of any changes 3 days prior to the original game.
For 22 teams, there is one extra time slot each week if teams are willing to play two on the same day to make up a game.
13. DEFAULTS
Teams defaulting a game must inform the Executive Committee at least 24 hours prior to game time in order to save the money necessary for officials. If they fail to do so, the non-offending team shall have the option of asking for the game to be replayed at the expense of the offending team. Points will be deducted for each default after the first (without 24 hours notice or reasonable excuse) and teams defaulting more than twice will be ineligible for entry into the league for the following season.
14. FORMAT
There will be 24 (or 22) teams divided into 3 divisions based on calibre. The number of games against each opponent will depend on the numbers of teams assigned to each division. Changes between divisions will be upon request to the Executive Committee. Subject to the decision of the Executive, the winners of Division II and III will move up the following year while the last place teams in Divisions I and II will move down.
15. PLAYOFFS
The top six teams from each division will make the playoffs with a champion to be crowned in each division. In the event two or more teams are tied at the end of the schedule:
- Team with the best win/loss record in the games between the teams involved shall be awarded the higher positions in the standings.
- Still a tie, the team with the greatest Positive point spread (points for, minus points against) in the games played between the teams involved in the tie shall be awarded the higher position in the standings.
- Still a tie, the team with the greatest positive point spread (points for, minus points against) in the games between them and the team in the next highest position in the standings shall be award the higher position. (eg. If tied for second, would use games played against team in the fourth position. Continue sequentially.)
- Still a tie, flip of a coin.
16. SCORESHEETS
Captains will write full names and numbers on the scoresheets. The scorekeeper will keep track of games played for playoff eligibility purposes. It is up to the captains to ensure that the list is correct, as no exceptions will be made for players who do not appear on the list or who have not played the minimum number of games.
17. PLAYER ELIGIBILITY
Players actively competing for university or college teams may not compete in the O.I.M.B.L. All other players are eligible for the league. Players who are in default of payments to the league and/or teams are ineligible to play until those payments are made. It is the responsibility of team captains to inform the Executive of any such players. Team captains must provide the league with a team roster by having all their players sign-up for the league through the OIMBL website prior to the first game. Un-registered players may result in teams defaulting regular season games. Players may only play on (1) one OIMBL team.
18. PLAYOFF ELIGIBILITY
Players may be added to the rosters at any time during the season, through the OIMBL website, but a player MUST have played a minimum of ten (10) games in order to be eligible for the playoffs. Players MUST be registered on the OIMBL website in order to be eligible for the playoffs. Teams that do not have the minimum required number of registered players (5) on their team roster prior to the beginning of the playoffs, WILL automatically default all playoff games.
Where an injury during the season prevents a regular player from playing the minimum games required, that player may participate in the playoffs with the approval of the Executive Committee. Should a player switch teams, for playoff purposes he will be placed on the roster of the team for which he has played the most games.
19. DEFAULT PREVENTION
An O.I.M.B.L. player may play for a different team in the league only in the event of a possible default and if the opposing team agrees. Once agreed upon a player is eligible for the entire game. A player may not play for the same team other than his own more than twice. The non-defaulting team always has the option of taking the win or allowing the game to proceed with substitute players.
20. EJECTIONS & SUSPENSIONS
Any player ejected from a game for any reason other than the normal 5 foul rule shall be issued an official warning and will be suspended for 1 game (see item 10). Any subsequent ejection shall mean an automatic three game suspension. The suspension will be doubled for any further ejections (eg. third ejection means a six game suspension.) Players ejected for fighting shall be suspended for the remainder of the season (this can be carried over to the next season if the fighting occurs near the end of the regular season or in the playoffs). However, the Executive Committee can determine the length of any suspension. A player who plays while suspended shall double his suspension. A team knowingly using a suspended player shall forfeit all games in which that player is used.
21. CONDUCT
All players are expected to conduct themselves in a sportsmanlike manner reflecting the competitive yet recreational nature of the league. Any conduct by an O.I.M.B.L. player/representative occurring before a game, during a game, at half-time or after a game which in the opinion of the Executive Committee is unbecoming a representative of this league shall warrant a suspension from the league. The severity of the suspension will be determined in consultation with officials and other witnesses.
